Any ideas why they would have been down there?

My understanding was that it was an experiment by the C&NW on running a passenger shuttle to Navy Pier and back.

C&NW obtained a couple/few RDCs from the Chesapeake & Ohio and ran them as an experiment in place of regular low-revenue scoots including on the Weber Sub.
